According to Stefan Scharf, 60 people are currently receiving treatment.
The regional train was heading towards Munich when it derailed near Burgrain, north of Garmisch-Partenkirchen, a ski resort in the Bavarian Alps.
The accident happened on the last school day before Pentecost, a religious holiday celebrated in Bavaria. It was not immediately clear how many students were in the car when the train derailed.
Photos and videos from the scene shared on social media show the carriages of the double-decker regional train rolling down an embankment and getting stuck in deciduous trees as rescuers carried people away on stretchers.
The major emergency services operation is still ongoing, Scharf said. Rescue work was undertaken by the Upper Bavaria police.
